Yes, very much.
Most will burn off, and what ends up on the water will evaporate or emulsify (& then decompose) fairly quickly.
My first question was "why are they hauling it (to South Korea)"?
As refinery feedstock?
If so... why not just finish it in the refinery it was produced at?
Maybe South Korea has *some* refining capability, but can't handle heavy crude?
