For a lot of people, it's a family and community thing. To do a lowrider right takes a lot of money that doesn't always come from one pocket.
Look at the "presentation" pictures and it's not uncommon to see all of the 7-20+ people that were involved in the build. 3 generations of family, whole neighborhoods, clubs, etc.
Many have successfully used lowrider building to keep young people from having their idle times exploited by gangs.
Sure, there are people who just build them by themselves just to be flashy and obnoxious, but traditionally there's a lot more going on than just that.
Lowriders have never been something I've wanted for myself, but I do enjoy watching them. Projects like these or any other rebuild projects that can keep kids out of trouble and provide some good intergenerational family time have my respect.
