What type of primer for rusted rock chip? (Rust sanded out)

I dont know much about primer. So I just grabbed a can of filler primer at Walmart by rustoleum (going to spray it in a container and apply with a brush or toothpick)

Its a chip with rust about the size of a pea.. going to sand the rust out, primer and fill.

Will this filler primer work? The also had self etching primer, and 2 in 1 sandable filler primer (which doesnt make sense as the filler primer I got is sandable)

Am I over thinking this? My brain tells me any primer will work on the bare metal for a chip. I just didnt know if this filler primer would have enough adhesion?

Do you have any good rust conversion products in the US?

I use an abrasive pencil to clean our and remove as much rust as possible. I then treat the chip with Kurust followed by 2K expoxy primer (mixed up in a little tub and applied with a very small brush), colour coat and lacquer and then sand a polish.
