P.E.A. doesn't "evaporate away" like the "light ends" in fuel does.

The PEA leaves a residue on the intake valves, which is allowed to soften the first .001"s of depth of the deposits.
This does take time to do effectively.

When the engine is started again, the softened layer is rinsed off by fuel flow.

The more start-stop cycles, the greater the effectiveness of deposit removal.
