I was at Wally's the other day. A guy bought 4 jugs of the Tech 2000 5W30. We talked for a while and he told me he is a chemical engineer at Shell Canada. He said Shell makes Tech 2000 for Walmart and it has the identical formulation as Formula Shell. Who knew?

If he's a chemical engineer for Shell, why would he even be buying oil, he should be getting it for free.

In ontario at least, Vulsay bottles tech 2000 oil. I talked to one of the big wigs at vulsay on the phone and they told me it is from a re-refined supplier. It is almost certainly safety kleen.
In recent years the Tech2000 house brand at Walmart has been Safety Kleen
The Motomaster Formula house brand at Canadian Tire have been made by Shell.
Maybe your new friend is confused. Shell does make the volume oil for one of these house brands

So would it be a safe bet that the Canadian Tire house brand 15w40 diesel is Rotella repackaged?
More likely Shell Rimula if its a Shell Product.

Rimula Premium (CI-4+) is marketed to the Agriculture/Equipment market and had a bit lower additive levels than Rotella CI-4+.
There is also a High Ash CH-4 version for Off-Road Diesel with Sulfur well above the 500ppm of On-Road LSD.
There is of yet no Low-Ash CJ-4 version and I doubt it will be forthcoming as Off-Road Equipment doesnt use exhaust after treatment devices.
