Are you sure you're talking about the Full Synthetic Premium Blue and not their mineral oil version of the same?
This oil comes in their mineral oil, blend and full synthetic version and the bottles looks very similar.

I can get they mineral oil version from NAPA for $13.99.

I haven't used VPB 15W40 in my diesels, but I can attest that the Premium Blue Extreme 5W40 full synthetic was the real deal-easy subzero starts unplugged in a 6.0 PSD that couldn't even start well on 10W30 HDEO, and ZERO variable vane turbo failures in over 250K, & no consumption between (5K) oil changes.
