If all you want to do is call a tow truck, I think just about any phone that doesn't have a plan will work. They're all supposed to work with 911 even without a service plan. So just call 911 and tell them you're broken down by the side of the road and they'll send out a tow truck for you.
Not sure if that's an "emergency" worthy of 911 but if you're lucky, they might transfer you to the non-emergency number to get add'l help.
Well if you're broken down on the side of a highway, that would be considered an emergency. If you're in your driveway, then probably not. But then again, if you're in your driveway, you can just call from home. It's very dangerous to be on the side of the highway, people get killed all the time when other drivers aren't paying attention or are drunk and ram into cars broken down on the side of the road. Many have died just due to trying to change a flat tire. If you're close enough to an exit, it's always better to just get off at the next exit.
