Touch up paint blob

I did some touch up paint on a small rock chip and of course the cross section of this looks like a tiny speed hump covering a small pothole. It now looks like a scab on a healing zit with heaped up edges. The paint has long dried and I want to smoothen out this "blob". Years gone by, a website from NJ carcareonline had tutorials on how to detail car finishes and one of the many articles dealt with what I am asking about. The remedy then was to put a super fine grit sand paper cut out to fit & super glued to the end of an old fashioned lead pencil eraser, and twirled on the blob until it flattened out, then use progressively higher grit and finish off with a rubbing compount, then a glaze, then wax.
Has anything changed in 20 years?
 
Not really (for traditional touch-up paint). If you feel comfortable doing so, you can trim it down with a single edge razor blade to lessen the sanding time/effort.

Use a hole punch (like for paper) to make little dots of sandpaper. Quicker and easier than cutting.
