I have a project with a company that has employees working on different projects that need to be invoiced separately. The problem is that there is no time tracking software. It becomes an even bigger issue because there is no budget to buy some third party application.

It all boils down to either maintaining around 140 spreadsheets, or finding a free or very low cost web based service. Spreadsheets are going to be a nightmare to manage.

Have you guys ever come across a time tracking service online where you can log hours on a daily basis for a customized list of projects and extract reports out of it?

It's around 150 people and around 100 projects at any given time. The purpose is to reduce resource use as much as possible. Using concepts like "pen and paper" are very resource intensive.

honestly if you are paying 150 people.. thats payroll of a million or more? surely they can spring for some software to track that?

(not saying specifically journyx just saying there should be a budget for something)

Well, my recommendation isn't "cheap" either but this sure seems like a situation in which you get what you pay for. Check out Replicon's time tracking software. It's Software-as-a-Service and would be a good fit for what you describe. Very easy to use, and reporting is highly configurable.
 
Thank you, guys, for the ideas. The organization is now considering the feasibility of it - they want to have an organization wide application rather than in my department. This changes what I had in mind as it will touch a multitude of functional areas.

do not use Epicor for Service enterprises.
