Looking through the various types of oil filters out there, I've noticed some say they are designed for synthetic oil (such as Fram Ultra). Can these also be used with conventional oil?
Yes. The "for use with synthetic oil" points out that the filter makeup, i.e., synthetic media and possible wire mesh backing, makes the filter stout enough to last the full oci a synthetic oil will give you over a conventional.

You can use the cheapest Fram Extra Guard, and it says right on the side of the box, "Good with any conventional or synthetic oil."
Also not mentioned but if you have a relatively clean engine (ie not a sludge monster) then you can easily use a synthetic filter for 2-3 conventional OCI's.
For example the Fram Ultra is rated to 15k miles (which appears to be conservative based on many examples on BITOG). If you use conventional oil and change it every 5k miles you can do three oil changes with the filter.
On the flip-side most conventional cellulose oil filters are rated to around 5k miles OR the manufacturers recommended oil change interval. So it is not unusual to run a conventional oil filter for 10k with synthetic or in some cases even conventional oil.
