If you say those are the new spec's that Dave has given you I believe you. RL have recently changed their formulations as was discussed in the following thread:

What hasn't changed since the last formulation are the Pour Point spec's. All the more reason to ignore the published PP values in favour of actual MRV and CCS spec's.

Yes, they are both excellent for cold temperatures.
 
Yes they are both excellent at extremely cold temp's, and are readily available for a reasonable price.
But since this a Sustina thread, it should be noted that their 0W-20 is a better winter use oil and if you just want a lighter 20wt oil.
Sustina has the same MRV at -40 degrees as M1 0W-20 but is much lighter at none extreme temp's.
50% lighter at 30F and still 35% lighter at room temperature.

Sustina 5w30 is 34% lighter than M1 0w30 at 32F.
