Sure they do. They are acting as a proxy of the owner(s) of a piece of private property, notably the store. And, while you are in that store, you are free to follow those rules or leave, and the security guard has the authority to ensure those rules are followed, which involves asking some people to leave and arresting others.
At some stores up here, the policy is clearly outlined upon walking into the store that all receipts are checked upon leaving. That's the case at RCWC, which is a wholesale club, and a lot of stuff simply doesn't fit in bags, and they don't need people walking out with pallets of goods without paying.
Getting checked isn't harassment. I think we need more businesses that have paid access only, like Costco. It's a business model that really needs to expand beyond those narrow confines.
When I hear stories of switched oil filters and returned used oil, I am exceedingly glad I don't buy any of that stuff from Walmart. Maybe Walmart should require paid admission for the auto parts aisle.
