PP 0w20 is not the same as QSUD 0w20

PP and QSUD used to be the same at least as far as their 0W-20 grade was concerned but not since April of last year. QSUD seems to be using the old Pennzoil formulation for some grades.

Anyway, back to your original question. There isn't a big difference between the QSUD 0W-20 and 5W-20 oils. Basically the 0W-20 is a bit lighter at all temp's. I wouldn't be concerned about using the lighter 0W-20 in your application as it will be certainly more robust the the spec' 5W-20 dino.
Yes you can go a full year and then some with those annual mileage figures.

I read that regardless of mileage, one shouldn't go beyond a year without a UOA.

Do you agree?

It very much depends on the application.
In a mild climate short trips are less of an issue in oil degradation and if stop and go driving is part of the driving commute even less so since the oil is getting up to temperature.
The main problem with stop and go driving is that the engine is running but that's not being represented by appropriate mileage accumulation. So for that reason alone one should shorten their mileage based OCI.
