Oil Cap Sludge = Engine Sludge?

May be, but it is not enough to worry about if you know the history of the engine. Worse sludge is the sludge which has baked on deposited and hardened on surface in oil galleries starving the engine. If you know the history of the car, it is not over heated then you are OK. Liquid sludge throughout the system will remain suspended and removed with the engine oil change.
 
Yes. Run a qt of Mystery Marvel oil in the crankcase for 300 miles before your next oil change, and hope for the best. Most here will tell you to utilize "Auto-Rx", go 'economical-Rx' first.

Sometimes what's on the oil fill cap is an oil/water emulsion from short trips. It can go away if there is enough heat to evaporate the water from the oil.

The other possibility is that the "muck" is true sludge or varnish. You'd need to look deeper inside the engine to get an idea how bad the problem is.
 
Usually a good sign that its time to replace or clean the PCV valve. I bought a car with around 20,000 miles on it, and discovered the thin milky sludge on the oil cap. That incident is what brought me to this forum. Long story short, I pulled the PCV valve and cleaned it because it was partially blocked with gunk. Never seen that sludge on the cap since.
 
If you have sludge on the underside of your oil cap (black oily spaghetti in the grooves you have sludge) Do not add any petroleum or solvent based product 1- they won,t work 2- they will make the problem worse.

Only Auto-Rx turns sludge into liquid and uses the oil as a carrier to move sludge into the filter.
