If you take the International Criminal Court's definition, very few nations will qualify for this. Most of the European nations after the Crusades would qualify. Most empires would qualify.

But the victims will probably not qualify.

the victims likely victimized others, at other times....

Belgians in the congo, Congolese against themselves...
americans vs Native americans, native americans against themselves or even Settelers.

I'm not surprised at all that an American college student did this. Maybe after 15 years he will lose his entitlement attitude.

I went to the University of CT. When one of the sports teams loses, the students like to riot, flip cars, fight, etc. Well last year the women's basketball team WON the championship. The students still decided to riot and celebrate. One student took down a light post and put it through a large glass window on a building to "celebrate". The kids involved claimed it was their right to celebrate the win... apparently by destroying university property. Never have I encountered such an entitled group of people.
