If you have the time to post about it, flip a coin.
Hose first. The first minute or two might knock it down. If you can manage to dial 911 and yell fire in its general vicinity they might figure it out, or via passers-by.
A landline might get you your local fire dept in fewer steps than a cell, FWIW.

We have cordless phones, so I'd do both. Response time is probably 10min or so, so after a min on the phone explaining the situation, it's kind of a wasted time chatting with the operator. Who will likely be telling me to do nothing.

If you think a hose will make a difference then just finish the job and keep the authorities out of it. It worked for me once!

Unless it's a very small fire you can quickly knock down with an extinguisher, call 911 first. If it's bigger than that, you're probably not going to put it out with a garden hose anyway...maybe slow it down a bit.
