Doesn't have to be low at all. Even with perfectly adjusted Cold Tire Inflation Pressure, a tire could have a "blowout."

Anywhere from 1 psi to the recommended pressure. It can also have a blowout above the recommended pressure.
 
Great answer, pop-rivet. The only way to completely avoid a blowout is to keep a tire at 0 psi. Problem solved!
 
Technically if you pulled a vacuum on it.. it would be a blow-in when it failed.

There's no "must" here. Blowouts are still optional, though I get the impression that there'd be support for making them compulsory if the tyre was over 10 years old.

The only way to avoid a blowout is by not using tires at all

I've only ever had one blowout. Tire was at proper pressure, not over loaded. I had noticed it was out of balance the night before; and that morning I noticed a large bulge had formed. I put a few miles onto it (10 the night before, probably 5 that morning) before it blew, practically bead to bead.

I've seen some tires damaged from running underinflated, but somehow they managed to stay alive. I'd say, underinflated can go a surprisingly long time. Not that I recommend that, of course.
 
My only blowout was a normally inflated tire that let go on a 95 degree day. It was on the rear of a saturn s-series and maybe had to hold up 500 lbs. My other flats have been from picking up nails and were controlled let-downs.
 
In my 12 years of driving and ~200k miles of driving I've never experience a blowout while driving. Just a flat tire a couple of times.
