I don't know how you'll catch him, but once he's caught, I expect peace to return to your neighborhood. He'll get stupid or cocky sometime.
I'm surprised that "every home" is suffering; most cars less than 25 years old have anti-siphon/ rollover valves where the hose meets the tank.
If you want to take one for the team, you could fill one tank with "something nasty" and run your truck off the other. Then lock the good stuff up.
By "something nasty", 90% diesel, 10% gas (to smell) might do it. Since he only steals a couple gallons at a time his car will still run on it, just knock like crazy.

I agree though its probably someone in the neighborhood. When we had a rash of thefts in our 'hood, basically every unattached garage and shed got hit. The house the perp lived in is about 300 feet from ours.
This person is probably pulling gas from everyone's tank, walking home and dumping it in his rig.
When I pulled the filler neck from my '02, I was surprised at how deep it stuck in to the tank. The design is such that I believe if you were full or nearly full, you could easily take a couple gallons off the top before you hit air.
