Agreed- it follows more of the congestion level than a specific area.
I like the self-point idea, unless it's read as, "that was mine!" I've tried the window-down wave, last time it happened. at least tried to show I was going out of my way to acknowledge.

No big deal. I was basically having some fun. The beltway during rush hour traffic is definitely no walk on the beach! When I head to VA I try and come through and hit the beltway before 6AM. Heading home I try and not hit it until at least 9PM. Got stuck out on I95 in Alexandria once for 4 HOURS with all 4 lanes barely crawling. I have been in the area you talk of and know what you mean.
