The Tech 2 you quote is CHINESE counterfit--- stay away. You will not be able to touch a new genuine Tech 2 for less than about $1500..and you will need the optional CANDi module (another $600-1000) to work on a majority of late model cars.
I also work on cars on the outside I collect Scan tools and have about 12. You must have a Tech 2 for GM cars for the very best diagnostic ability and programming. But you can also get by with a lesser expensive top line Innova or Actron unit with full data displays and such for under $400 or so and that will also do ABS and SIR on most all other makes too.
The Tech 2 is now obsolete and we are now starting to upgrade to the new MDI's which are laptop based.
Oh and lastly, Tech 2's were made by a couple different makers all licensed by GM over the years. Hewlett Packard, OTC (which my personal one is), and Bosch as examples.
If you buy one used (like ebay)...don't buy one with the GM logo on it as it will surely be stolen. We don't sell our old Tech 2's but many employees do steal them.

THIS^^^ is what I thought, except that i believed them to be more in the $3500.00-$4000.00 price range.
I would not need any latter model CAN BUS, or Di modules/add ons, but it sure would be nice to be able to actually write codes out of/program BOTH the ECM, AND the BCM (airbag codes, etc.), as well as be able to cycle the ABS pump during brake fluid changes.
