gas tank question

If we look at a sink, it has 2 holes to drain the water/fluid. The first is the standard hole leading straight to the pipe and out to septic tank or whatever. The second hole is high up near the counter top surface to prevent overflow. Do you have the picture.

Now transfer that thought over to gas tank pump area. There is the main hole where the nozzle goes in and there is a extra hole outside that, acting somewhat like an overfill hole. Now, if gas or fluid gets into to the second hole, does it goes into the gas tank or down the road? The reason I ask is that I attempted to put in some fuel injector cleaner and the bottle tip is slightly bigger than the gas hole (dump bottle design I guess). So there is a good chance some of the cleaner fluid went into the secondary hole on the gas filler area. I need to know if it cleaner goes into the tank or down the road.
