Fun in California with the water district.

Arnie was just on one of our Oz shows, explaining that California needs to build the infrastructure to hold the water before it gets to the ocean, or ante up to separate the water from the ocean after it gets there.
 
Classic moral hazard. If I put in a pin-base CFL lighting fixture that only takes CFLs I have to fit un-subsidized lamps to it at $6 a pop. But if I use an edison base fixture I can get them for 4 cents apiece.

Are they still allowing new housing in your town? That's where people should direct their vitriol, IMO.

I think the course of action I would take is, wait until they impose whatever penalty, then file in small claims court. The issue of fairness has to be reflected in any overall conservation plan.

What year are they using for the base number? What do they do if a property changes hands? Way too many possible inequities for them to win in court. When they find out they are headed to court, you will probably have them right where you want them. Imagine how this would play out in the press.

In fact, you could take it to the press now......Or one of those TV news "We fix your problem" segments. Good luck.
 
Meanwhile, in flyover country, streets and alleys turn into raging streams from nearly unprecedented rainfall, existing rivers and streams swallow up their banks and surroundings, stuff floats away, cops shoot people trying to save their stuff, cats chase dogs, it's chaos ...

Wish I could send you just the water I had in the back of my office. Not to mention the water I had in the other places. I was worried our lake house might be in the lake.

Wish I could help with your bureaucracy. I hate to say it, but maybe you need to talk to a lawyer.
 
Meanwhile in AZ, our city parks are watered with sprinklers during the rain. I took this picture this morning.

Actually, it looks like collecting rain water from rooftops is now legal in California (since 2012). It appears to be illegal almost everywhere else in the West due to water rights. http://www.jdsupra.com/legalnews/californias-rainwater-recapture-act-let-66504/

I started conserving water early, too. I do a lot of the things that HTSS_TR lists. A little more extreme (no lawn at all, etc.). It sucks that people who saw the light early are now being penalized for it.

Edit - Also, water theft does occur. One of my friends has some rental property, and when it was unoccupied for a while, the water consumption was really high (much higher than when occupied). There are some RV / homeless in the area who have filled up their tanks from homes as well. I have these on the front faucets. http://www.amazon.com/gp/product/B001U20MS2

I would think that if you installed them underground (yourself) that you could get away with it.

It's definitely better to just do it and, if caught, ask for forgiveness later, rather than asking first and being denied. Is it turning you head skyward and opening your mouth when it's raining still legal? Though, probably it's not advisable in and near urban centers.
 
The billing system should be based on what the number of occupants need for basic consumption for a reasonable cost, then have the rates rise exponentially beyond that.
If someone has a $10,000,000 home with $800k in thirsty landscaping, either they can convert to something less thirsty, or they can brag/complain to their friends about the $8k/month water bill.

We only use 4000gal/month as well. Family of 6, cat, dog and ~215gal worth of fish tanks. Thankfully no current water worries here. I do keep tight reigns on what goes down the drain however, being on a 40yr/old septic system.

So, when the drought was going on in Texas, I did the following.

Moved to the low water usage toilets, they work great.

Moved to 1.25gpm shower heads.

50 gallon rain barrel.

We don't really water unless the HOA sends me a notice for dead grass/plants.

I would just turn the valve off inside...I'd worry about someone "opening" one of those with a hammer.

we got 6 inches of rain here in Middle TN in 7 days. I thought it would never stop raining! My grass is nice and green. It saved me from running my irrigation system. My neighbors across the street run their irrigation TWICE PER DAY 6am and 6pm even if it's been raining everyday. I guess they set it on automatic and forget about it. I'm a weather Nazis and check the forecast everyday, if it rains my irrigation system turns off. I only run my irrigation for the front yard, my backyard doesn't get any water. I'm cheap.

Can't do that ! There was a court order not long ago to release billions gallons of fresh waster to the stream then to ocean to save few endanger tiny fishes.

Fishes are more importance than human being.
