I think he means that if you call someone with the intent of just leaving a message or just listening to a recorded message on an answering machine, and someone answers the phone, and you hang up because you don't have the time to talk to the person, or don't want to talk to the person, it is illegal.

Up here they have this thing..."Call Display". It shows the dialer's number within the first ring...so I know everyone that has called me. Crank calls don't hardly exist around here unless you have your phone set up to block display.

Arizona has some of the best gun laws in the country. What's so bad about AZ other than the nasty heat?

Think about it.
It's an attempt to reduce crank phone calls or calls to see if a phone number is valid for telemarketing purposes. If you put some thought into it, you'd realize it's not such a bad idea.
