I guess it depends upon how you define "premium filter."
I'm mostly using Ultras and M1s at the moment, but these were bought at deal prices with MIR so were around five bucks or less.
No way on this earth I'd pay more than a sawbuck the pair for an oil filter for any common application.
For some applications, you'll pay a lot more, of course.
Good quality oil filters for most applications are pretty cheap and even OEM branded ones can be easily found online for five bucks each or less if bought in some reasonable quantity.
