CAT monitor problem

I have a friend with a 2004 Escape. He had some some transmission problems which he had serviced. In the process, the OBD codes were reset. Whats happening now is that all of his monitors have readied themselves with the exception of the CAT. He has driven it in various situations for over 350 miles and the CAT monitior is still not ready. Does this sound like a problem or is it just taking that long?

He needs to get the truck passed through emissions testing here in NJ. It has already failed once because of this and is now past due on his re-inspection. Any ideas? Thanks.
 
there is some pending issue with the cat monitor. It should not take anywhere near that long to self-check. can you check the data stream from all of the O2 sensors to ensure everything is ok?
 
Are you 100% sure its the cat monitor?
Even if a cat code was pending it should have triggered a CEL well before 350 miles.
The only one i ever saw go that long was the EVAP monitor which is common with some Fords.
 
No CEL is lit and there are no pending codes currently. Just can't seem to get the CAT monitor to set. All other monitors are set and show no problems.
 
On Ford vehicles like my 1997 Crown Victoria, the catalyst monitor completes faster if you are driving between 25-35MPH than it does if you are driving 45-55MPH.

I can get the cat monitor to complete on that car within 20 minutes of driving around on 25-35MPH streets.
