API starburst and donut

If an oil claims to "meet or exceed ILSAC GF-5" yet only has the API donut and not the starburst symbol, does this mean that it has not officially been tested to meet ILSAC GF-5? If so what about the manufacturer engine warranty if the manufacturer requires the oil to meet ILSAC GF-5?

Go easy on me if this is a stupid question. I'm trying to learn.

There is no requirement to put both marks on a container of approved oil. (Or either mark for that matter.)

A donut indicating "API Service SN" and "Resource Conserving" means that the oil also meets GF-5.
 
I do not believe I have ever seen the Energy Conserving now Resource Conserving API Starburst on an oil above 30-grade.

It can't make it because the Fuel efficiency is based on a 39 grade.
