They're fine if the filament is not intended to be dead center in the glass tube and also be slightly out of alignment. Nothing to do with the filament holder.

Yes, the glass appears to make the filament look mislocated, but the filament itself is centered over the base of the bulb. The glass is intentionally slightly offset in some bulbs.
