In the USA? Prius, VW TDi come to mind.
Although, if you were out to annoy others, you could have done it in anything with a > 40mpg highway rating, by doing about 45-50 on the highway for a nice long stretch, windows up, a/c off, and coasting into a easy on-easy off to top off.

The route was some blue ridge parkway @ 45mph, and some highway at 60-65 mpg. Admittedly, I was trying for mileage. The Parkeay was lots of curves, lots of ups and downs, lots of braking downhill as the vehicle would run away if not.
I got off the parkway at 49 mpg, and from there on it increased to 52mpg, never below 50.1 and never more than 52.6. This was the combined average.
