I have the car on jackstands and see that the left rear wheel won't turn but the others do. It just moves 1/4 inch so it's not the parking brake. Park or neutral makes no difference. Is this a Subaru AWD thing? Drives fine.

No limited slip - Normal
I've had many cars without limited slip and could turn the wheels on both sides. What's different here?
Sorry, I thought you meant it didn't spin in unison when spinning another wheel.
It should spin if you put the trans in neutral.
On closer inspection I think it IS the parking brake. Thought it was built in the caliper but it's the shoe in hat variety. This is gonna be fun. NOT!
Got under the car and flexed the cable in a few spots. Heard a crunching noise doing so. Rotor now turns. Cable inside must be rusty.
