A "performance winter" tire emphasize dry and wet performance in cold temperatures, albeit with a little less snow/ice traction than regular winter tires (but they're still pretty good in snow). These are usually a good idea when the roads are plowed quickly, like yo only have to actually drive in snow a couple times during the season
