'03 VW Jetta no start when cold

My wife's car is a 2003 Jetta with the base engine. When it's cold outside it doesn't want to start. I'd say anything under 30*F and this happens. When she turns the key, nothing happens. I mean nothing. But she holds the key to the start position and after a few seconds it will finally start. When it starts it is like nothing was wrong. She says the radio comes on, but I'm not sure about dash lights. It happened to me once in the Jetta last year, but I never drive her car. Anybody had this happen before? What should I check (or have checked, because I'm clueless)?
 
Coolant Temp Sensor?

I know that the coolant temp sensor was a problem on these (black ones) and they have now updated them with the green ones. A new one runs $25 shipped from MJMAUTOHAUS.

A failed coolant temp sensor on these cars can cause a no-start condition if I recall correctly. It's either a no-start on a cold or hot engine, I don't remember which unfortunately.
