breaking the torque on a bolt?

Are things generally tightened more than necessary or does it just take more force to break a nut or bolt loose? I was working on my lawn mower and I had to take the part off and put it in my vice to break the bolts loose. I was adjusting the parking brake mechanism. It had a jamb nut that had to be loosened. I'm a fairly skinny guy, but I still have a good feel for how tight something can be without having it come loose.

Stuff tightens up over time. Especially things that are heat cycled or exposed to the elements. Or gets rusty. Nature's threadlock makes routine jobs much more difficult.

So even if it isn't rusty it can still seize a little?
