Is PB's changing the oil for that price or is it "change your own"? If it's PB's, it too is a good deal. You can't really go wrong by going to any of the three places(Sears, Firestone, PB's) for $19.99. The important thing here is that you sleep well knowing that you did the right thing.

$19.99 for Pep Boys is for them to do it.
 
All 3 $19.99 specials are OK! AAP has 5qts of PYB & a PuroClassic for $16.99 and you have to DIY. Have you joined the PB's Rewards/GloveBox? If not, check it out. You can keep your vehicle(s) history/records in the glovebox and make changes/updates. You can add vehicles too! This could be good for keeping records for Warranty on new vehicles. Also, use the Rewards Card at each purchace(which give you points toward gift cards) and there are other benefits as well such as free flat repairs, doesn't matter where you bought the tires. I can't remember the other benefits. I haven't used the record keeping yet as PB's web site is difficult to navigate through and really slow/sticks.
