No saturn 1.9 tensioners I've ever played with have ever lost tension. In fact they usually get sludged up tight, IE, they hold the chain tight. They have a ratchet gizmo too to really back it up.
You either have a guide issue or more likely sticky valves or a dry oil filter. The twin cam lifters really sound angry when they're dry, SOHCs not so bad.
