Online Nokian Sources?

I'm wondering where folks buy their Nokian tires. Apparently there isn't a dealer within nearly 100 miles of the DC area. I'd also like to avoid paying for TPMS on my winter wheels (I know how to use a tire pressure gauge), especially since synching them to the car requires a trip to the dealer or an expensive tool. So ideally, I'd find a place like Tire Rack that will sell a set of mounted/balanced Nokians on steel wheels for me to install. My understanding is that most tire shops will require TPMS in order to do the work.

In this area, I'm really looking at winter tires for the ice factor on winter mornings, to be sure footed when we do get snow, but then want something that isn't too awful when it is 45 and dry on a sunny day on the way home. I'm thinking maybe the WRG3, but for the reasons I mention above, I might just have to go with whatever Tire Rack offers.

Some brick & mortar Discount Tire stores may also sell Nokian. Interestingly, when you use the dealer locater on the Nokian USA website, Discount Tire does not show up. Makes me wonder who DT is using as their wholesale source for Nokian winter tires.
 
I'm not sure which forum I read it on. One of the TPMS manufactures makes it so you can clone what you have. Basically you pay once when mounting and your car doesn't know the difference whether they are summer or winter.

What is the law in your state about tire pressure sensors? If required, you can negotiate the price down (sensors at cost or I won't buy your tires), or buy a set on fleaBay at a good price. And, I gott'a say, sensors would have saved me the cost of a replacement Blizzak a few years back when one punctured and ran flat too long--the car didn't handle differently, just a strange noise got me out to look.

Its not the law, it is this "interpretation" by the NHSTA that apparently has tire shops scared to mount non-TPMS sets of tires. VA does not require working TPMS to pass inspection, plus I would have my TPMS wheels back on by then anyway.

I wouldn't even mind the cost of the TPMS if I could sync them up to the car myself. Apparently I'd need to go pay the dealer or buy the tool the dealer uses. I'm not going through that trouble just to have a tire pressure monitor.
