No no, it is actually full of oil and intended to be used, there are quite a few of these "Classic" oils available in Europe : Comma Classic, Castrol XL, Gulf Classic and Multi G, Shell X100, Morris etc... it's just an outdated spec, if you click on the link you can see a spec sheet is provided, if the "experts" here advise me not to use it that's it.
A lot of these classic oils are just outdated formulations in a nice tin can to make classic car owners think it's the right stuff for their cars, and a lot of people fall for it.
