I can't quite figure out how/why the fence line runs like it does. It looks like it's notching out that (would be) parking lot, but not the build's footprint and associated property.

+1 and what's up with the barbed wire? Highway dept put that in to catch tumbleweeds?

The fence looks like it surrounds an old alfalfa field. It's all flat been graded.

It still seems to contain some un-tilled ground (trees/bushes) ..but I guess it would be necessary (maybe cheaper) to keep people (or whatever) out.

Who knows..it may be some Time Tunnel or The Man From U.N.C.L.E. entrance to a para Area 51 type facility.
