I disagree. I found that article because NHP was conducting "enhanced enforcement" in the middle of morning rush hour, which caused a mile long backup and 70-0 MPH speed differential.
I expressed my displeasure with their activities along with plenty of documentation to show how dangerous it was. They said that getting people to "slow down" is what they wanted....
