It's both an economic boon and a political one for them. Qatar put up the money to start AJ, and it is basically state run propaganda, despite what other 'journalists' say.
Would we invite the Chinese government to broadcast in our country? Qatar makes China seem rather kind...
Without trying to be political I'll respond like this:
Yes it is a state run propaganda by focusing AWAY from Qatar, everyone in ME except Qatar is covered pretty intensively, maybe even more than BBC, AP, NHK, Reuters, and Xinhua, but they are certainly not someone that just call everyone in the US a redneck like you call them Muslim Extremeists.
Do you even watch them or do most American even get their broadcast? I don't think so unless you have some huge dish or pay extra for the cable package. I'd say most American get more pornography pay per view than AJ. Those with business or ties to ME (i.e. finance or energy sector employees) or those who immigrate from there, may watch it, but that's about it.
Chinese government already broadcast in this country, haven't you watch it yet (hint, you can pay extra to get it on cable or dish)? Maybe you should switch away from Fox news once in a while. Oh, they also broadcast as infomercial in major channels like CBS, Fox, NBC, ABC with paid interview of their businesses like Huawei (the company that competes with Cisco and Juniper for network equipments and was owned / founded by former military personnel).
Oh BTW, have you even watch Al Gore's network? For once? Nope, neither have I. So where's the BIG IMPACT?
May I suggest that you are only paranoid of anyone from ME? I'd stop here instead of accusing you of something else.
