Are there any truly 'bad' filters out there?

Now in the post oil study world we know lots about the ever changing private label situation and of course Fram seems pretty disliked for heavy dependence on paper/glue construction quality in their standard line of filters.

Are there any other filters floating around out there that seem to be in the Fram league so to speak?

I've cut open Quaker State and Pennzoil oil filters and they really don't look much better than the Fram. Most of the quick change oil places use they around here.

That's because Pennzoil filters are Frams.

I've also heard that certain model NAPA Silver oil filters are "not the best." Others seem to be the same as the NAPA Gold/WIX. My local NAPA store sells their Silver filters for $.99 on Sundays, and you get what you pay for...if you're lucky.
