2 questions....

1) This is again for my friend who bought the 97 Chevry Conversion van with the 5.7 vortec(who's NEVER used internet in his life),
He complains of a "hummimg" noise coming from the differential ONLY at a certain speed, and has heard that this is a common issue with these vehicles.
--has anybody heard of this?
--How to get rid of this?

2) I and the wifey will be moving to Buies Creek, NC in July, with our cars; Wife's 2003 Elantra and my 97 T-bird 4.6L.
Do they have state inspections/emmission inspections in North Carolina?

It could just be harmonics because of the interior volume of the van. Friend of mine owned a tranny shop (he recently sold it and retired), dealer brought him a new Chevy cargo van. They had already replaced the differential and wanted him to look at the tranny. He didn't see anything wrong but took it for a spin and sure enough it vibrated and made noise at a certain speed. Automotive genius that my bud is, he thought to take off the ladder rack and drive it again. Yup, noise was gone.
