That's most likely the problem. Pull the vacuum line off of the modulator and see if fluid drains out or if it's wet inside the line. Used to sell tons of these back in the day...

We've had problems with non-OEM filters on the diesels, especially those that come attached to their own cap.
FWIW, if you run Motorcraft filters you won't have any problems, others are a dice roll.
