Canadian wholesaler Groupe Touchette Inc collaborated with Continental for an exclusive tire for their distributorship. Would you actually buy them if they were sold here? You could buy them in Canada and take a chance a U.S. crossing guard wouldn't notice the lack of a DOT code on them.
 
Buy them and have them mounted in Canada. Drive back into the states. I'm 99.999% sure that nobody will notice. If they do, make the border patrol agent dismount them himself.

pretty sure border patrol will notice the crunching noise of studs as he rolls up to customs.

Then have fun driving on the Northway, at a slower highway speed.
