I had a peek at the SDS because this is what's recommended for my 08 Trailblazer, it appears to be mostly PAO with some esters and a few other adititves.

1-Decene trimer, hydrogenated 68649-12-7 10-80 %
Hexanedioic acid, ditridecyl ester 16958-92-2 3-7%
Zinc and Zinc Compounds Proprietary dibutyl ester 1809-19-4 <1 %
 
May be 20% with some ester < 4%. Hard to say with the vast amount of variation called out in the sds.

In my experience if a Prestone product contains mineral oil it says so on the SDS, the full synthetic Asian Power Steering fluid says it has 30-60% highly refined petroleum oil in it and 5-40% of each PAO compound.
