Shaft Bent Inside?

I'm running across a lot of Briggs motors that act like they have a bent shaft. I have one on the bench that vibrates, though the shaft looks as true as can be, and the blade isn't bent. Thoughts?
 
Or the key way on the Flywheel is sheered,,, which would be unbalanced???

Yes that is a form of unbalance (load induced) along with static and dynamic plane
 
Blades get out of balance from sharpening and not re-balancing them. I've had to grind a 1/2" square piece out the end of a blade that was sharpened 1 time. It was a mulching blade, I just thought it shook because of the extra cutting of stuff under the deck. Nope. Out of balance right off the bat.

Timing would be so far off it's likely not going to run. Won't affect balance.
 
Bent or unbalanced blade is the most likely. Sometimes bent blades are difficult to see unless they are really in bad shape. Any broken fins on flywheel from someone trying to remove it improperly?
