CCW vs. CW rotation

If the specs of a small engine says it's cranks counter clockwise, is this as if one was looking at the front of the engine (logos and string starter) or the back with the crank itself?
 
Front or recoil starter end of engine. But most are CW rotation. Actually I thought they were all CW.

Regarding my last post:
nvrmd, I see now that HF lists the rotation direction from the PTO (shaft). The Predator engines turn the same way as other brands (CW as viewed from the flywheel, or CCW as viewed from the shaft.
