How to attach trailer light recepticle?

2013 Honda Ridgeline Sport-

I am putting on the trailer light wiring package from Honda.

The problem is in order to attach the bracket for the large recepticle under the rear bumper there are three holes in the bumper but three rivets that came with the kit ahave no rivet tool that is $87 on line.

How can I attach the bracket if there are holes but no way to get to the top of the holes to affix a nut on the top of a bolt. Holes are about 1/4" diameter through the underside of the bumper.

Use Nutserts. Prob. really cheap (with tool) at Harbor Freight. Available online as well, complete with YouTube instruction.
 
What if you just use self tapping fasteners sized for the bumper and drill out the bracket slightly larger (if necessary) to get them free-spinning through it?
 
A pop rivet tool at HF is like 8 bucks? if you took it somewhere they would either use the pop rivets or run 3 sheet metal screws in and call it a day. Self tapping screws is exactly what the dealer did on my old ford.
