At the end of the lease, yes. Granted, that may be at the end of the month, if month-to-month.
I'm waiting to see what happens to all my water bills. They typically only represent 5-8% of the rent though so if it goes up a couple percent because they're home 1/3 more, it doesn't really affect me that much. And you can always raise the rent a little when the term is up although if you do too much, they end up leaving so there's also a limit.
