Is replacing low time oil filters yearly a waste of money?

No, you would not be wasting money. Oil filters are so cheap, only a few dollars, and easy to replace, so no waste at all

I'd go two years. Seems that all adhesives and components are rated for that, and automakers allow for warranty with such an extension. Beyond 24 months I'm not as sure...

Yes, oil filters can go 2~3 years on an engine (if mileage is low or withing recommended change interval) without degrading inside.
 
Right now I only do 2 years on my outboard, Denso … year on mower, guess with my 1st XG3614 that could go 2?…
But, road vehicles based on mileage and that tends to stay within 9 months … Don't think I'd want to vulcanize a gasket, LoL … As BrocL used to post … need to get under your vehicle once in a while …
