Brightest 893 fog/driving light bulb?

Your stock Sylvania 893 ones are the best to use.

Unless you can get an aftermarket foglight assembly in that spot that uses a brighter bulb than the 893

Not sure what you're going for but for the fogs in my Tacoma I used some Sylvania Fog Vision bulbs. The yellow tint definitely helps out during inclimate conditions. They are also brighter than the regular Sylvania's that were in there.
 
Fog lamps are not driving lamps. Driving lamp = high beam.

893 bulbs are rated for about 900 lumens and draw about 38 watts.

There's really not much you can do short of adding auxiliary fog lamps. Remember, your fog lamps can only handle about 40 watts. Past that you might start melting wiring and burning the inside of the lamp.

Driving lights are not high beams...
